Proposals for the Garden Community have now been submitted
We are delighted to inform you that Latimer, the development arm of Clarion Housing Group, has submitted the hybrid planning application for the Tendring Colchester Borders Garden Community.
This is a hugely significant milestone for a project that we are confident will be a fantastic addition to Essex and the wider East of England region, delivering a pioneering new community and creating thriving and sustainable neighbourhoods for generations to come.
We would like to thank all those who have taken part in our community engagement events and submitted their feedback so far. You have helped us to develop the proposals in consultation with the local community, and your input and feedback has been invaluable.
THE GARDEN COMMUNITY
TENDRING AND COLCHESTER
The Garden Community is a visionary project, redefining what a new community should be for the changing climate we live in, whilst retaining the principles of established, successful and thriving communities. The Garden Community will be providing up to 7,750 new homes, including much-needed affordable homes, to the east of Colchester in an entirely self-sufficient new community. It will be delivering new schools, a country park, new healthcare and retail, leisure and job opportunities, alongside the required infrastructure and new facilities to serve new residents as well as benefitting existing communities.
We have now submitted our proposals for the Garden Community. This website will be periodically updated as the determination of the hybrid planning application proceeds. If you would like to be kept updated, we would encourage you to sign up to our mailing list below to stay informed.

The Garden Community - Latimer

Latest update
In March 2026, we submitted our formal planning application for the Garden Community to Tendring District Council and Colchester City Council. The application will now be subject to detailed scrutiny and review by both Councils and key stakeholders and consulted on, before it is ultimately considered by the Tendring Colchester Borders Garden Community Joint Committee – which is made up of Colchester City, Tendring District and Essex County Council councillors.
You can view Latimer’s full planning submission on the Tendring District Council’s public register website (application reference: 26/00424/TCBGC), where you can find all the documents associated with the proposals. We have uploaded copies of the key documents onto this website on the Planning Submission page.
